1948 California tabs (with matching serial numbers, 2156797), that attach to your vintage 1947 California license plates. If you have a 1948 model year vehicle, these can be used on approved 1947 base plates for the Year of Manufacture Program. These do have light scratches, bolt marks, and rough areas. It looks like someone may have tried to clean them with an abrasive material (on the larger photo, you can see these scratches).
