Old 1963 California black and yellow exempt license plates (E-165440). These are for collecting only, not for vehicle registration. The top plate has several scattered spots of missing paint, the bottom plate has some light frame bends on the lower portion of the plate, and both plates have scratches. Exempt octagan plates were used for first responders, city, and county vehicles, etc.
